yes - a person I know who has access to the NARA records cannot find any pension under his name, and we know that it is still in Congressional committee in 1860. I figure with the Civil War, and this family Confederate, it was just shelfed and never paid.
If it is anywhere it will be in the comptroller's office in N.C. or probably, now, in the Archives, although a cousin went to the N.C. Archives not too long ago and copied everything he could find on the family... the extended Randolph County family, and sent it to me on C.D.
N.C. records to those of us who do not live there are VERY expensive...
