When my great grandfather came-he came via Dr. Barnardo's by his choice. Barnardo's paid his way here after he signed in to Barnardo's. He had to repay Barnardo's for his fare within 2 or 3 years. Maybe your ancestor did this same thing in hopes that he would have a better life if he immigrated and the organisation provided a means for him to get here. The practice was common with older boys and girls.
