Saint Luke's Orphanage in Racine Wisconsin

I am looking for my great-grandparents. My grandmother was an orphan and adopted from Saint Lukes in Racine around November 1922-24. She was told that her records have been sealed for 100 years or her lifetime. I want to find a way to get these records so that we can complete our family history. I know that there was a law passed in the state of Wisconsin that makes it illegal to keep this infomration secret anymore. I've tried to write to Madison for a birth certificate and got no where. They said that there is one and can't give it to me. Please email me with any ideas on how to get over this "broken" link. JennyAnne74@aol.com
