I am looking for my great-grandparents. My grandmother was an orphan and adopted from Saint Lukes in Racine around November 1922-24. She was told that her records have been sealed for 100 years or her lifetime. I want to find a way to get these records so that we can complete our family history. I know that there was a law passed in the state of Wisconsin that makes it illegal to keep this infomration secret anymore. I've tried to write to Madison for a birth certificate and got no where.
