Could you tell me where the children at the National Homestead orphanage came from? Were there other such facilities in the US?

I'm trying to find my gg grandmother who was orphaned in 1865, when her father died in the Union army, only seven months after the death of her mother. Mary Jane Leggett/Liggitt/Liggett (b 1862) and her brother, James (b 1863) may have been in Ohio, Iowa or Pennsylvania -- I'm not yet sure which state they were in when their parents died.
