1870 Census, Odd Household arrangement question

In searching the 1870 census for Salisbury Township, Chariton County Missouri for my Great Great Grandfather William Marion Smith I came across something I consider an atypical enumeration for my family. They are found on Page one, and are the first household enumerated.

persons listed:

Vandiver, Della, 8 years old
Holliday, Richard, 30 years old, Teacher
Barnes, Richard, 72 years old, Farmer, 2100 personal
Estate.
Smith, William, 37 years old, Farmer, 3000 real
estate value, 500 personal estate.
Smith, Jane, 24yrs old, Keeping House.
Smith, Elmer, 4yrs old
So, My question is... Who are all of these people that are not Smith's? Why did they choose to enumerate a child first? In the position I would normally see the Head of Household in? The only thing I know for Certain, is that none of the 1st three people are related to my Great Great Grandfather, Nor his wife.
