BETROTHAL of Miss Nancy Jane Ragsdale, daughter of Mr. and Mrs. Richard H. Ragsdale of Colorado Springs, Colo., has been announced. Her fiancé is William E. Halopoff, son of Mrs. Ray A. Lawrence, Altadena. The wedding is planned for the Christmas holidays this year.
