Death Certificate Brick Wall

I'm stymied and am looking for some advice and direction.

My great grandmother was Pauline Siebert and she married Martin Radwick. She arrived in the US on December 1, 1903.

She died on April 4, 1914. I had assumed she died in Connecticut but the State and Town don't have a death certificate for her.

Then I found a newspaper article which noted that she died while visiting her brother in Brooklyn, NY (the newspaper article confirmed the date of death) but when I wrote to New York they said they don't have a death certificate for her either!

Where can I go from here to find her death certificate? What are the odds that her brother would have used her maiden name for filing the death certificate?

I have no idea of her brother's name - the death certificate is my only hope for learning more about her side of the family. Never knew she had a brother until I saw it in the paper.

Thoughts? Advice?
