help finding ship manifests?

I cant find my great grandfather Nicholas Mertens on any manifests. He supposedly was born in Luxembourg in 1898 and moved to NYC 1902-1908 according to the censuses. I cant find his naturalization papers to confirm. I have to order them. I don't know his real fathers name (it is unclear if his bio dad died right before or after moving to America) but he had a step father by 1910 named Phillip Colling. His mothers name was Marie. I've tried Ancestry, Ellisisland and Castlegarden just to be sure and I cant find them. Help?

John Murphy, one of those names. My gg grandfather was born in England/Wales about 1870 and his parents names were Edward and Eliza both born in Ireland. They moved to Boston MA between 1880 and 1887 according to the census records. I have no records of siblings for John as the 1890 census is gone and the next record in 1893 is him getting married which is where I got his parents names. However, since I'm trying to track down where in Wales he was born and track the family from there, I'm trying to find his manifest. I do have two possibles.
