The only place I have seen "born at sea" noted is on the ship manifest itself.

Sometimes it is entered on the last page of the manifests and may just reference a birth at sea...sometimes it is noted on the same line as the mother.

So, you need to locate the manifest listing your grandfather's mother...(sorry, but I am not familiar with the manifests of ships going from the US to UK.)
