Access to birth certificate registers

Can anyone confirm if it is now possible to view birth certificates in detail. I read that the Family records centre closed access to looking at paper certificates as it was all supposed to be going onto a data base. Due to a problem that work stopped & all paper copies are now filed away & not available to the public.

I have seen a mention that Kew has this information but will this allow you to browse any birth cert & see full details? I need to check entries for 2 years as the person I'm trying to trace could be one of many names in the register.

Any advice or suggestions as to where I go next.
