I am not sure. I wish I knew. Were there any instructions on how to appeal the decision? Maybe you can re-apply and go into more detail, like instead of saying "I want share my family's history," go into more detail:
"I would like to create a web page in the genealogy freepages that includes pictures of my ancestors and information in regard to their lives and history, to provide a page for others to reference when researching their own family history"
or something elongated like that?
I don't know. It does seem strange they would just refuse the web space without a more specific reason. So maybe if you give them more specifics as to how your freepages account would be used, they will be less likely to refuse your request under such uncertain terms.
I think my first request was refused as well though I can't remember why. I reapplied and was approved. I don't recall what I used as a reason for either though.
