Jamie,
For outside websites, you need to do an absolute link.
Visit each website, copy the URL from the browser.
Open your page in Frontpage, highlight the words you want as the link. (I hope this next thing is the same across all versions of Fp)--> Then, click Control+K to open the hyperlink box. Erase the beginning http:// shown in the box, and insert the full URL of the website. Click OK.
That should be all that's needed. Outside websites will be shown in Reports>Broken Links and will show as "Unknown" instead of "broken."
