Why do DNA testing and block your tree?

I find it extremely frustrating after having been on Ancestry for several years now and paying for DNA matching only to have about 85% of my matches turn up with the matching trees private. I don't understand why anyone would take a DNA test and keep their tree private. Living people remain private already. I've purchased a 2nd test but I'm not sure that I'll have it processed it takes too much time to sort through the hundreds of trees only to eliminate most of them. Often those that don't make their trees public don't respond to inquiries. It's just a waste of time.
