rwildebrandt,
If I found the father (your father in this example) NOT as Head of Household. I would switch the person in the search, but clicking on New Search (you can do that in the lower, Left Panel), and select Charley, and do the web merge on him.
Now, if that does NOT merge the entire household, go to the individuals in the Census Record and make the appropriate entry, and select that Source-Citation for Charley.
I print the Results page (Printer Friendly) to make sure I capture everyone that is on that screen.
