I'm a Canadian and last night I entered a bogus US address with 90210 as the postal code, and I paid through Paypal (no US credit card address).
I managed to download and install it perfectly, AND had a discount code link subtract $10 from the total.

So yes, I can definitely confirm that Canadians (as of mid-February 2013) can still buy this online and download it. Just pay through Paypal and there won't be issues.
