Unconnected people in FTM - Pros vs Cons

Greetings:
Looking for FTM/Ancestry Tree advice.

I have developed a large paper database of potential individuals for my Tree but they cannot be connected because I lack documentary proof of where and how they might connect ... for the usual reasons ... strict privacy laws for individuals born after 1890 in Germany, and missing church and civic documents because of wars and other calamities.

My questions:
1. Is it technically possible to enter an unconnected individual in FTM who temporarily floats until I find connecting data? If so, what is the best way to do this?
2. What are the pros and cons of doing this, especially if some names float there for years.
3. Once entered, will these unconnected individuals sync to my "cloud Tree" on Ancestry with no hiccups? My goal is to allow extended family in Germany, who already have access, a chance to help fill in the data blanks.
