I used FrontPage 2000 (I still use MS Office 2000) back in 1999 when I first uploaded my webpage to Rootsweb's FreePages. The only thing it doesn't use is FP extensions, but you don't need them anyway unless you're using a database on your site. I switched to Macromedia (now Adobe) Dreamweaver because I found it easier to use and doesn't add garbage to your HTML pages like FP does.

This is my site at Rootsweb if interested. I am currently using free templates that you can probably use in FP. The link to the templates is at the bottom of my page.
