A GEDCOM is a text file with a very specific format and key words that lets you download / upload genealogical data at 40,000 lines a minute, more or less.
You CAN read them, with Notepad, but it is much, much easier to downlaod one, import it into a new, temporary data base, and let your genealogy program display it for you.
Genealogy Programs:
Roots Magic is the best, IMHO, at $29.
FTM is the market leader. They advertise it heavily. Enough said.
"Legacy Lite" is a teaser version of Legacy. It is free, but it will remind you, now and again, that real Legacy (I don't have a price for it) is better.
PAF, from the Mormons, is free. It works fine and has lots of users. If it was as good as RM or FTM, both RM and FTM would go out of business. No one would go to a restaurant if they could have a 5-star meal delivered to their home for free every day.
