There are several programs that you can get for free and at least free trials.

Legacy Family Tree, has a free version (basic, but still most functions) or pay to get the full works.

Rootsmagic, has a free version (basic, but still most functions) or pay to get the full works.

Ancestral Quest, has a free version (basic, but still most functions) or pay to get the full works.

Gramps is completely free, but confusing to get started.

Family Tree Builder, completely free with all note formats (bold, italic, etc)

Heredis, has free usage up to 50 people (or might be 250... can't remember which)

There was a couple more but can't remember off the top of my head. I've tried them all, and all are very good. It just depends on you trying them to find the one that works best for YOU. Your way of understanding/thinking on things, or your specific needs.

On needs, they all have different strong points, so check them all out and find the right one for yourself.
