This is just a guess on my part, since I don't have a computer using Win 8, but try starting up PAF and then use the Open command from the File menu drop down to open the PAF file.

What may have happened is that Win 8 doesn't associate .paf files with the PAF program until you use the program to open a .paf file.

After opening a .paf file from within PAF, then perhaps the association will be made and you will be able to open the program by double clicking on the .paf file.
