If what you mean is that on any one image, the names generally appear in a particular order (Surname first for example), but then one will appear as given, surname; then yes, it is acceptable to enter them as "reversed" from the apparent order. But this can be a challenge sometimes.
So this is an issue that interpretation is okay. It is okay to discern which is a first and which is a surname. There isn't a fixed order for the names. They vary from one image set to another. They can vary within the image. Sometimes they are in alphabetical order which helps if one entry has been "reversed". A change in handwriting may also be a clue.
The "as seen" rule is really intended for keying what appears, and not adding to or attempting to correct something. If "Wm" or "Robt" is written, don't write out as William or Robert. But note the project instructions when a ditto mark or even an implied ditto mark appears.
