Kansas City Census Blank Lines

Classification: Query
Haven't done these in awhile and am not finding anything on this particular question... I have a form that says crops this year at the top with names and numerical information below. Line 11 has a name with information recorded on it. Line 12 has no name but more numerical info for acre amounts, etc. I am assuming that this is still for the above gentleman, but I guess they could also just forgot to enter the name. How do I index this? Do we skip blank lines so the numbers match with what is shown on the census or do I just keep going, in which case my indexing will produce a different end number of people than what is shown on the census? (if there are two blank lines and 32 people/families on the census should I have 32 indexed lines with the two blank lines put where they occur or should I have only 30 indexed lines by skipping the blank ones) Hope this makes some sort of sense.
