London Poor Law Query - Where does it say Poplar?

Hi all,
We've had some discussion and a rather woolly ruling/reply from WAP about Parish/Union field.
I'm reviewing at present; could you tell me your thoughts on this image please?
The keyer has input POPLAR for every record on this image.
Unfortunately, I can't see the word Poplar written anywhere - see image 1; I don't have any previous image to refer to; this is an isolated image set.
I see the following;
* Re Enq (Removable Enquiry?) for Hannah MANN
* I see reference to B G (Bethnal Green) for John WILLIAMS
* Irre (irremovable) for Joseph MARKEY
So I'm leaning towards putting Control/B for most of these records (Irre, Re Enq etc)
What are your thoughts?
