Is keying some projects a waste of time??

I started keying Pavia records in October of 2009. At that time, I remember, the marriage records were 7% complete. It is now March, 2011, and the marriage records have only gone up another 7%. At this rate, the marriage records alone won't be finished for approx. 12 years!

I think this is just a waste of time! They should just publish the non-indexed records and let users go through them page by page (like they did with Caserta, Agrigento, and Modena). I'm sure this is what MOST people interested in these records would prefer.

I recently found tons of records in the Caserta collection. I know I would be very upset if I had to wait for them to be keyed.
