DO I TREAT THIS AS A DUPLICATE IMAGE?

I have just opened a fresh image set in the Czech Records project and the first image is a hand-written registration form which happens to have all the same information as an image in a different set that I submitted earlier today. This second version looks as if the individual (or perhaps someone else) “re-did” the form all in capitals to make it easier to read. The only additional information on this second image is the date that it was signed, which was not on the first image. Should I mark this as a Duplicate Image, even though it is from a different image set? I find the instruction about this on the Keying Standards wiki a bit confusing....
