Vice is not a title in these orders, it is being used in the same way as in those NSW Gazettes, meaning "to replace". I have come across a few of these promotion lists on this project and it had a page of the people who were being promoted and then a page of the people they were replacing, with "Vice" before those names, and an explanation of why, such as "promoted" or "resigned".

So it should not be keyed as a rank or prefix.
