We just want to key the state or country where the individuals were born. The field is titled "Birth Place". From this example it's not clear if the states are where they were born or where they enlisted, so I would not key unless there is some other information not seen in the screen shot that specifies which.

Most of the ones I have seen actually say "born in" or "place of birth" as the title of the column.
