The issues in question here are whether a person offering a services for profit, in this case, surveying, is considered a business and whether the terms company and business are interchangeable.

Civil engineers and surveyors are hired to perform a service. I interpret that as being a business. I've keyed and reviewed over 18,000 of these records. The names of civil engineers and surveyors have not been keyed in the majority of records I've reviewed, so many keyers are viewing these as businesses.
I think we need more clarification and a definite "yes or no" as to whether these are keyed or not. I will contact Anna.
