I have a county by county list of admissions (the one with the county at top that we record for each person). There are several entries with 'non-resident' recorded in the residence column rather than a city. I have assumed I do not record 'non-resident' as the city but do I also leave the county blank or do I record it as the others on that page whose city is listed.
